Student Elizabeth Romig is tracked 19 times on her daily trip from Virginia Highlands to Pace. Romig is perhaps more aware of this, as she is a member of the American at Home and Abroad Fellowship, which is studying Flock cameras in Atlanta and their effects on the city, as well as other First Amendment issues.<\/p>\n\n\n\n

\u201cWhen I found out I was tracked 19 times every time I come to school, I couldn\u2019t believe it,\u201d Romig said. \u201cI just wish someone would\u2019ve told me sooner.\u201d<\/p>\n\n\n\n

Flock cameras – manufactured by Atlanta-based Flock Safety –  are cameras placed around cities to track crime and movement. These cameras are implemented by law enforcement agencies, police, neighborhoods and private organizations. Flock cameras have found over 10,000 missing persons in 2025 and recovered 42% of missing cars captured on camera, according to Flock’s official website. There are also over 50 stories about police misusing Flock cameras to stalk people, which has resulted in controversy and news coverage in recent weeks. Atlanta is the most surveilled city in the United States, and every Pace Academy student is probably being tracked when they drive to school. <\/p>\n\n\n\n

Flock Cameras were first implemented in 2017 in Atlanta, an idea started by Atlantans to solve neighborhood crime. These solar-powered cameras were used for neighborhood control but were quickly adopted by police to control crime. AI features were implemented recently, allowing face and license plate scanning. However, this feature has allowed police officers to abuse and mistreat the cameras; there are many cases of stalking and tracking ex-partners or friends. One court case, reported by CNN, stated that a police officer used the cameras to track his ex-girlfriend over 2,000 times. In response to mistreatment, people have gone so far as to vandalize and take down the cameras around different cities. <\/p>\n\n\n\n

One of the most popular gathering spots for Pace students, West Paces Shopping Center, has security cameras but they are not part of the Flock network, according to Andrew Benator, who is part of the family ownership of the center and who also happens to be a Pace alum.<\/p>\n\n\n\n

 \u201cI understand that recent news coverage has raised questions about Flock cameras and similar systems, but our cameras serve a much more limited purpose and are operated solely as a security system for the shopping center,\u201d said Benator.<\/p>\n\n\n\n

There are reported Flock cameras, according to the De-Flock map, near the West Paces Shopping Center and at West Paces Round. Also, there is a Flock camera at the exit of Pace. That means Pace students’ cars and faces are likely being scanned and submitted into a database. <\/p>\n\n\n\n

From a security standpoint, these Flock cameras could be seen as a positive or negative. While they help control crime, their abilities also make people feel tracked or unsafe. Officer Chris Golphin, as part of the police force, has access to the Flock camera system. \u201cIf used properly, it helps,” said Golphin in scenarios like stolen cars and kidnappings. However, he chooses not to use it at all.<\/p>\n\n\n\n

Benator said feedback on the traditional security cameras has been positive since they were installed a couple of years ago. \u201cTenants and shoppers expressed appreciation that ownership was taking measures to improve safety and security at the shopping center,\u201d he said.<\/p>\n\n\n\n
